The
diverse natures of disasters that strike our country throw up huge
challenges for protection of lives, rapid recovery and early
normalization of civil activity in the affected region. The economics of
preparedness has numerous times exposed the higher vulnerability of our
people to potential risk of incurring huge losses. Moreover, the
rapidity with which extreme weather events have struck recently
the coast of USA in a short period of time, is enough to send shivers
down the spine of emergency responders. The rate of recurrence of events
exhibited is very alarming and will induce huge pressure and stress on
the emergency responders. The incidence of climate change impact is
highly visible now and poses extra-ordinary challenges to the
responders, who need to prepare for a long battle against the vagaries
of nature.
There is a lot to be achieved within our country in order to reduce vulnerabilities, built capacity, and instil resilience in the community against devastating events that may happen at a rapid pace in a given period of time. The only option open for Civil Defence responders will be to prepare, organise and build capacities of its personnel and volunteers so as to defend against the consequences of any disaster with an approach to build from “Experiences of damage” to develop a “Behaviour to Survive”. This attitudinal shift will have to rely upon social connectivity, self reliance and higher resilience as a basis for organising activities in the preparatory stage.
In view of this, the National Civil Defence College is organising a National Seminar on Disaster Management “IDMSEM 17” on 8-10 November, 2017 at its campus in Nagpur. The event will bring together all the stakeholders of Civil Defence in order to revisit, review and plan systematic approach for better future of the organisation. The seminar will have six technical sessions and each session will conclude with a pledge to undertake measures to set-up task forces for engaging Civil Defence in Disaster Risk Reduction as enumerated in the Sendai Framework.
Nomination of delegates to IDMSEM 17 is invited from all Civil Defence organisations of the State, Autonomous organisations, Railways, Industries, Defence Services, etc., so as to reach NCDC Nagpur by 15th October 2017 positively.
